- Percy was born Percival Noyes, son of Harriet L. Plush and William T. Noyes in Richland, Oswego, New York. He had brother: John Henry Noyes, b. 15 June 1868, died 22 March 1924 in Racine, Racine, Wisconsin. After his adoption to the Balcom family, Percival's mother remarried: John A. Brown, they had two daughters: Beulah Brown and Josephine Brown. Harriett died 2 July 1923 in Milton, Rock, Wisconsin and is buried in the local cemetery. Percival's father died 17 April 1897 in Rochester, Monroe, New York, and is buried in the Civil War section of Mt. Hope Cemetery, Rochester, Monroe, New York.

He was adopted by the Balcom family when he was about 4 years old. He remembers his older brother John and thinks John was also adopted by a family and taken out west.
